This interactive webinar will introduce participants to a new and inclusive approach to eliciting, organizing, measuring, analyzing and aligning individual outcomes with organizational practices and state and national regulations and standards, including the CMS Home and Community Based Services regulations. The Integrated Quality Management Approach recognizes that although there are pockets of excellence who are consistently at the forefront of quality and change, many agencies struggle to keep up; not because they don’t believe in principles of inclusion and self-determination, but because quality requires that we reframe the way that we approach services and supports in our thinking, practices and measurement. This webinar will involve an interactive discussion between the IQMA team and participants to share lessons learned, experiences and best practices in leading the change to inclusion and quality. Attendees (as well as the presenters) should walk away with new ideas and strategies to design and adopt promising agency and service practices; including measuring provider-level outcomes, as well as approaches to ensure that those outcomes are both meaningful and person-centered as well as aligned with the regulatory environment

Caitlin Bailey, PhD (ABD) National Leadership Consortium on Developmental Disabilities at the University of Delaware

Ms. Bailey is the Director of Research and Evaluation at the National Leadership Consortium on Developmental Disabilities (NLCDD) in the Department of Human Development and Family Studies (HDFS) at the University of Delaware. Ms. Bailey oversees all research conducted within and in partnership with the Leadership Consortium and is the lead staff person for strategic growth and development of NLCDD. Since 2010, Ms. Bailey has worked with NLCDD to develop their ongoing longitudinal research project to evaluate NLCDD programs and research the development of leadership across the disabilities field of services, supports and policies. She teaches classes related to policy and disability studies in the HDFS department at the University of Delaware and serves as a faculty member at the National Leadership Consortium Leadership Institutes. 


Marian Frattarola Saulino, MSW, PM Resources

Marian Frattarola-Saulino works to support the civil and human rights of people with disabilities, promoting inclusion in schools and communities, and designing sustainable support systems that include people, their families and allies. Her work spans over 20 years as a direct service worker, support broker and executive director. She is a leader in the movement to enhance self-directed support options, including the development of microboards and starting Pennsylvania’s first support brokerage.  


Julie Bershadsky, PhD, Human Services Research Institute

Dr. Bershadsky is a senior research specialist at Human Services Research Institute (HSRI).  She is the Director of the National Core Indicators - Aging and Disabilities (NCI-AD) project for HSRI.  She is also the primary methodologist, data analyst and researcher for the National Core Indicators (NCI) (an effort to develop indicators and benchmarks of performance across 45 states developmental disabilities service systems) and related projects.  She works extensively with the NCI data, manages the multi-state dataset, and advises on all methodological issues related to data collection and analysis.  Dr. Bershadsky has also provided analytic and methodological guidance and expertise to numerous resource allocation projects that state IDD systems in the U.S. have undertaken in the recent decade.
